The region to the west of Calgary is immensely popular because of its proximity to the downtown core, the University of Calgary, Foothills Hospital, Mount Royal University, Kananaskis Country, Banff National Park and the Rocky Mountains. Communities on the west side have enjoyed both faster than normal absorption rates and higher retained property values. However, constant demand for such land has now created a lack of developable land in the West.
Harmony became internationally recognized during its planning stages for its “Triple-Bottom-Line” approach to planning. In this approach, the development path focuses on weaving strong social, fiscal and environmental fundamentals into a life-long sustainability model.
As a result of its committed, innovative and thoughtful planning process, on October 7, 2008, Bordeaux Developments successfully attained land use re-designation for Harmony. This approval marked the most important step in creating a comprehensive, mixed-use, holistically master-planned community in Rocky View County.
Through Harmony’s extensive outreach program much was learned. There was great support for the way Harmony complemented its neighbours in Springbank, therefore it is currently the only new master-planned community to have successfully attained approval on the west side of Calgary in recent years, and likely for many more to come.

Regulatory Status
Harmony has successfully completed critical public council hearings, which are prerequisites prior to the commencement of any development.
Conceptual Scheme
On February 13, 2007, the Harmony Conceptual Scheme was unanimously approved by the Rocky View Municipal Council. The adopted policy number is Bylaw C-6411-2007. The Conceptual Scheme sets forth the project’s guiding principles, settlement patterns, densities and major land uses.

Water License
Harmony has received the necessary provisions under the Water Act which will ultimately allow for the diversion of water from the Bow River for the purpose of storage, commercial and municipal (subdivision water supply) usages. Since Harmony received these provisions, the Alberta Government has placed a moratorium on the issuance for any new licenses from the Bow River Basin.
Land Re-designation
Also on October 7, 2008, Council approved a re-designation of all Harmony lands from Ranch and Farm District to Direct Control District and fixed the land use policies for Stage One of Harmony. The adopted policy number is Bylaw C- 6688-2008. This Bylaw fixes density and specific allowable land uses, as well as specific planning parameters. This Bylaw will act as a policy document for future applications.
Stage One Neighbourhood Plan
On October 7, 2008, the Stage One Neighbourhood Plan as an appendix to the Harmony Conceptual Scheme was adopted by the Council of the Municipal District of Rocky View No.44. The adopted policy number is Bylaw C-6687-2008. The Stage One Neighbourhood Plan is the first of six Neighbourhood Plans that entail a more refined, detailed layout of the particular community components within a specific area of the overall Master Plan approved in the conceptual scheme.
Public Road Closure
On February 24, 2009 the First Reading was approved by council to close all existing road allowances within the Harmony boundary to accommodate Harmony’s master plan.
On November 23, 2010 Council approved the Munro Road closure application and re-alignment for Harmony’s main entry.
